Step 1: Go to the "Product Categories" Section on the left hand side of your screen (The menu bar)

Step 2: Click on "New Category"

Step 3: Input the new category information

Step 4: Click on "Save" to add the new category to the list of product categories. Products can now be assigned to this category.
